RTL 4 en RTL 5 NIEUWS & WEER: RECLAME BEPERKINGEN
Doordat RTL 4 en RTL 5 Nieuws & Weer geen
Nederlandse, maar een Luxemburgse zendvergunning
heeft, kunnen de zenders qua reclame uitingen en sponsering
veel verder gaan, dan Nederlandse commerciële omroepen.
Eind 1996 bepaalde het Europese Hof, dat niet de
herkomst van de zendvergunning, maar de feitelijke
situatie bepalt onder welke mediawet een omroep
valt. Als criteria hanteert het hof de plek van het
hoofdkantoor, de herkomst van de meeste programma's,
en de woonplaats van de meerderheid van het personeel.
Het Commissariaat voor de Media is bezig met een onderzoek naar beide
zenders, dat binnnekort wordt afgerond met betrekking
tot de reclame uitingen en de Mediawet. Het Commissariaat
is van mening dat RTL 4 en RTL 5 Nieuws & Weer als
Nederlandse zenders kunnen worden aangemerkt, en ze zich te houden
hebben aan de Nederlandse mediawet. Het Commissariaat
zou komende zomer al over willen gaan tot sancties,
en een rechtszaak moet vervolgens uitwijzen of het Commissariaat
bevoegd is om over RTL te oordelen. Als het Commissariaat
mag oordelen over RTL 4 en RTL 5 Nieuws & Weer,
zullen de zenders als Endemol een flink deel van hun
inkomsten uit sponsering moeten opgeven. Een woordvoerder
van de Holland Media Groep (HMG) zegt, dat hoewel 40 % van
alle werknemers in Luxemburg werkt, de zender volgens hem
buitenlands is. Verder zegt hij: "We zijn een Luxemburgse organisatie,
met een Luxemburgse zendvergunning. Bewijs maar het tegendeel."
A 2000 INTERNET & TELEFONIE
De Amsterdamse kabelexploitant A 2000 begint met het aanpassen
van het kabelnetwerk, om kabeltelefonie en Internet via de kabel te
kunnen gaan aanbieden. Daarin investeert A 2000 300 miljoen
gulden. Ondergrondse kabels zullen worden vervangen door
glasvezel, en 40.000 kasten dienen te worden aangepast op 2
richtingsverkeer. Komende zomer zullen de Internet- en
telefoondiensten als eerste in Purmerend en Zaanstad worden
ingevoerd. Amsterdam zelf volgt dan eind dit jaar. A 2000
hoopt in 1999 het gehele verzorgingsgebied gereed te hebben en
alle 525.000 aansluitingen te kunnen bedienen. A 2000 denkt
dat de nieuwe diensten enkele honderden nieuwe arbeidsplaatsen
zullen opleveren. Echter A 2000 wil geen prijzenoorlog beginnen
tegen PTT Telecom.
WERELDOMROEPNIEUWS
Komende nacht gaat Europa over van wintertijd op zomertijd.
Dit betekent traditiegetrouw dat de meeste wereldomroepen
overstappen op hun zomerschema. Radio Nederland Wereldomroep
(de Nederlandse wereldomroep) stapt af van begin van
de programma's op de halve uren. De programma's beginnen
voortaan op de hele uren. Tevens verlaat de Wereldomroep
de middengolf, waar het enkele jaren lang op uitzond.
The Media Report, het programma over (internationale) media en
communicatie zendt in haar 17e jaar voortaan uit op de volgende tijden:

11.538 GHz, Verticale Polarisatie, 7.38 MHz. Transponder 22 (VH-1 UK)
te ontvangen en via enkele kabelnetten.
De Wereldomroep heeft nu officieel aangekondigd het plan
te hebben komend najaar of winter verder te gaan met
'het beste van de publieke omroep'. Dit zou dan door
de NOS gefinancierd gaan worden. De NOS
is overigens van mening dat satellietuitzendingen
er zouden moeten zijn, zodat mensen in Nederland,
nog een kans hebben gemiste uitzendingen te zien,
terwijl de Wereldomroep duidelijk van mening is de Nederlanders
buiten Nederland te voorzien van Nederlandse programma's.
Onduidelijk is nog in welke vorm, analoog of digitaal,
de tv programma's komend najaar of winter zullen worden
uitgezonden.
Radio Vlaanderen Internationaal (RVI)....
RVI gaat haar laatste seizoen in met 6 talen.
Vanaf 26 oktober 1997 (de ingangsdatum van het winterseizoen/wintertijd)
zullen de uitzendingen in het Spaans, Duits en Arabisch geschrapt worden,
en enkel nog in het Nederlands, Frans en Engels worden uitgezonden,
en zullen er minder zenders beschikbaar zijn. Tot aan 25 oktober blijft
RVI nog gewoon in 6 talen uitzenden. Wel verandert op 1 april 1997
de satellietfrequentie, die wordt vanaf dan: ASTRA 1D, 10.847 GHz. Verticaal,
Transponder 58 (GSkyB), 7.74 MHz.
Vanwege de overgang van zomertijd komen programma's
die rechstreeks vanuit Amerika worden uitgezonden
(zoals o.a. CNN International) 1 uur later, tot aan 6 april,
omdat pas op 6 april Amerika overgaat op de zomertijd.
NETHOLD IN 1999 PAS WINSTGEVEND
De holding van de betaal tv activiteiten van MultiChoice (FilmNet
en digitale pakketten), NetHold, verwacht in de eerste helft van
1999 winstgevend te zullen zijn. Dit maakte de eigenaar, Canal +
in Parijs bekend. Canal + maakte tevens bekend dat de Franse
onderneming de overname van NetHold (eerder fusie genoemd),
ter waarde van 3 miljard gulden te hebben goedgekeurd. Canal +
is de grootste exploitant van betaal-tv in Europa. Overigens
gaan er geruchten dat de bouw van een nieuw NetHold hoofdkantoor
in Hoofddorp zouden zijn stopgezet, en de activiteiten voortaan
vanuit Parijs worden geleid.
INTERNATIONAAL: KIRCH WEIGERT 500 MILJOEN DM
Mediamagnaat Leo Kirch, heeft vrijdag uit protest een Beiers
staatskrediet van 500 miljoen Duitse mark van de hand gewezen.
Kirch is verontwaardigd over de protesten tegen de kredietverlening,
die vrij algemeen werd gezien als 'vriendjespolitiek'.
PTT TELECOM VOICE MAIL NADER ONDERZOCHT
Minister Jorritsma van Verkeer en Waterstaat gaat
PTT Telecom nader onderzoeken met betrekking
tot de voice mail dienst die PTT Telecom gratis
voor haar 7,5 miljoen abonnees gratis wil gaan aanbieden.
De nieuwe dienst zou nadelig kunnen werken op
de concurrenten (Telfort en Enertel) van PTT Telecom
die vanaf 1 juli van start kunnen gaan.

far flung destinations. MTV's Fab Fortnights follow
the joys and nightmares of holidaymakers on affordable package
holidays through video diaries. The holidays range from trekking
in North America to a kibbutz in Israel and winter sports in Austria.
In the final part of each show, The City Guide, top celebrities
give a unique insight into their favourite cities. Follow

This half hour special traces the career of Brit-pop band
Blur through exclusive interviews and rare live performance
footage and their video history.
The history of Blur can be dated as fas as 1980, when Damon
Albarn and Graham Coxon met as schoolboys in the south-east of England.
Both Damon and Graham showed considerable interest in music and finally
teamed up with Alex James on bass and Dave Rowntree on drums in 1988.
This is the only line-up the band has ever seen and is not likely to
ever change, they started gigging around London
under the name Seymour but quickly changed it to Blur.
Food Records signed the band in February 1990 and released their
frst single "She's So High" in October.
From then on the story gathers speed with the release of their debut
album "Leisure" in 1991. March 1992 saw the release of their
breakthrough single "Poplife" taken from the hugely successful album
"Modern Life Is Rubbish".
The third BLUR album, and biggest seller so far, "ParkLife" was
released in April 1994 and sold more than 1.2 million copies.
Their fourth album, "The Great Escape", is all about our
world. A fast world, A modern world, A world in a tailspin.
