Q:
Which is the correct measurement for the Bit Error Rate? Ahead of the
Viterbi-decoder or behind?

Dr.Dish:
To get common values,  the DVB-regulation says the measurement should be
done behind the viterbi-decoder. So, readings before the decoder would
indicate just a relative value.
