Very common on this side of the pond (USA).  Over here it is know as
ATIS.
FCC requirement after the Captain Midnight incident.  It gives
uplinker name and contact telephone number in case of problems.

 www.smw.se This program has what you need to determine everything
you asked . I don't know if they updated it with THOR 2 mine only has
footprint from THOR 1 which indicates that Milan is just barely in
the footprint.
