Yes, I would. To answer the first part: years ago the CIA used a txp. on
Intelsat 27.5° west. Today satellites as SKYNET (UK); USA xx (US) or LES
(US) are not used only by military but also by the agencies. Some agencies
(like FBI) do not own satellites. So this agency leases transponders via
Vyvx, USA. Some FBI-training via satellite could be found on Galaxy 6 and SBS-6.
A very well known european agency uses transponder-capacity on one of their
national satellites in the business-band (12.5-12.75). Smaller countries
just use Inmarsat-terminals. Even the not secured A-terminals are in use to
exchange confidential information.
