INTELSAT SPLITS OPERATIONS

Intelsat plans to spin off six of its satellites into a separate,
publicly traded company – known as INC – that will operate as a fully
commercial, competitive company.
A Intelsat Working Party meeting in Washington has recommended this
structure to the Intelsat Assembly of Parties, which is anticipated to
approve the INC spin-off when it meets March 30 through April 1.
INC will be incorporated in the Netherlands. Intelsat plans to submit
initial articles of association for INC to the Netherlands government
for review in the very near future, and a search is already underway for
INC's chief executive officer. Final organisational documents needed to
create INC will be presented to the Intelsat Assembly of Parties at its
March 30 meeting.
Once approved by the Assembly, INC will be formally organised, and the
affiliate's commercial operations will commence. INC will maintain an
"arm's length" relationship with Intelsat for all business transactions,
and will have employees, officers, directors and headquarters completely
separate from Intelsat. Initially, shareholders in INC will primarily
consist of Intelsat Signatories. Intelsat will have a 10% ownership
stake in INC, to be placed in a non-voting trust.
INC is anticipated to become publicly traded in 1999, and will have no
privileges or immunities. Individual investor ownership will be capped
at 17 percent, for eventual review by INC shareholders. INC's commercial
activities will be subject to national and multinational competition and
regulatoryCompetitive safeguards will be put in place to ensure that INC
competes on a level playing field with other satellite service
providers.
Six Intelsat satellites are planned to be transferred to INC later this
year. These satellites are: Intelsat 703 at 57° E, Intelsat 803 at
21.5°W, Intelsat 806 at 40.5°W, Intelsat K at 21.5°W, Intelsat 513 at
183° E, and the new K-TV satellite at 95° E. The orbital registrations
relevant to the six satellites in question will be transferred to the
Netherlands on behalf of INC. Existing contracts on the transferred
satellites will be moved from Intelsat to INC.
Intelsat, an international treaty organisation with 142 member nations,
was established in 1964 to develop an international satellite
communications network to deliver services to all parts of the world.

Insat 2R (ex Arabsat 1C) has been renamed to Insat 2DT.
Indian newspapers are reporting that the final position for this
satellite indeed is 55 East.
DD 17 tests and feeds on 4.155 GHz and 3.811 GHz, L, PAL.
Excellent reception can be achieved in Southern India, Abu Dhabi, Dubai
and Ajman, UAE, and Cairo, Egypt.
A visible picture with maximum threshold, very weak, 2.4 m dish, in
Moscow.

Romanian language.
Tylko Muzyka ceased on 11.457 GHz, H, was replaced by an info card.

GHz, H, PIDs 0207{519}/02D0{820}.
CCTV 4 has moved in this package from 11.823 GHz, H to Hot Bird 3 12.169
GHz, H. Star Channel on 11.823 GHz, H, features a TeleText service in
clear.
GR Parlamento has started regular transmissions behind RAI Due 11.449
GHz, V, PAL and 11,804 V (MPEG-2).

Radio Rock (Italy) has started in the TeleSpazio Bouquet on 12.111 GHz,
V, MPEG-2/clear, APID 00FC{252}.
Various movements have taken place on the Multichoice Hellas Package on
12.169 GHz, H. For an updated overview look at the SATCO-DX chart.
D+'s (Canal+) Mosaic Bouquet, with 16 possible TV channels, has started
on 12.466 GHz, V, MPEG-2/clear, SR 27500, FEC 3/4, on the, steerable 52
dBW beam, now directed at Reunion, a small French island just east of
Madagascar, away from the south east coast of Africa.

Israels Commercial Channel 2 has ceased on 11.013 GHz, V, and was
replaced by a colour bar "Emeq Haela" test card.
The channel is on-going receivable via the Amos satellite at 4 West,
11.598 GHz, V, but using a quite narrow spot beam, not as generous as
the Intelsat. Any reception of the channel in the KSA is now most
probably history.
